Yes you can try to learn Chinese Mandarin by reading textbooks, watch free videos online, take free course, etc. But I can guarantee you that you won’t learn enough Chinese Mandarin using these resources on their own to speak and understand conversational Chinese comfortably.

Textbooks won’t teach proper pronunciation since there’s no audio lessons.
